restraint system, modifying the minimum age requirement for the use of seat
belts; requiring peace officers in issuing violation citations to provide
vehicle operators with written information identifying a source of no cost child
restraint equipment for individuals in financial need; requiring and providing
for the commissioner of public safety to conduct a child passenger restraint law
awareness campaign including information on no cost restraint systems
