Authorizing the housing finance agency in consultation with the interagency task
force on homelessness to establish a school stability demonstration project
under the family homeless prevention and assistance program to secure stable
housing for families with school age children and for unaccompanied youth,
defining unaccompanied youth; requiring HFA grants to family homeless prevention
and assistance projects in communities with schools with significant degrees of
student mobility, specifying demonstration project requirements; authorizing use
of the grants to acquire, rehabilitate or construct transitional or permanent
housing; specifying certain grantee advisory committee requirements;
appropriating money to the housing development fund for project administration
