resources (DNR) to terminate eligible timber sale permits without penalty and
upon permit holder request in the case of nontrust land; requiring the
commissioner to terminate eligible timber sale permits only under condition of
securing maximum long term economic return for trust land; specifying voluntary
turn back maximum amount; requiring the commissioner to retain a certain
percentage of down payment made by permittee and requiring permittee crediting,
providing for bond obligation release for bonded sales; specifying a date
certain for permit terminations, requiring reoffering for sale timber subject of
a turn back
