E Relating to human services; modifying certain provisions relating + to the
health plan company purchasing alliance stop loss fund account; +clarifying the
definition of qualifying employer and eliminating the exclusion of +the city of
Duluth from the definition of qualifying purchase alliance geographic+ area;
requiring the commissioner of health to approve all qualifying +purchasing
alliance membership criteria needed to receive grants from other +public or
private entities, authorizing commissioner waiver of the organization+ and
operating date requirements under certain grant receipt inhibition +conditions
and eliminating the enrollment expiration date; authorizing the +commissioner of
human services to accept grants to expand the stop loss fund and +requiring the
deposit of money received in the account; modifying the reimbursement+ formula,
imposing a time limit on qualifying enrollee reimbursement claims and+ requiring
reimbursement of a portion of third party recoveries collected by +health plan
companies to the stop loss fund account under certain conditions, +formula;
setting an annual deadline for distribution of total claims +reimbursement
amounts from the stop loss fund, providing for carryover of excess +funds for
reallocation purposes; modifying the fund sunset provision (ra, ja)
