expenditures; defining certain terms; establishing the tax expenditure advisory
commission; authorizing the employment of an executive director; prescribing the
adoption of certain rules; requiring commissioner of revenue to provide regular
reports to the commission; specifying certain duties of the commission;
requiring the review and periodic reenactment of all existing and new tax
expenditures; requiring rate reductions to achieve revenue neutrality; requiring
the monitoring of certain legislation affecting tax expenditures; authorizing
the legislature to continue a tax expenditure contained in the report for a
certain amount of time; authorizing the commission to accept gifts and
grants
