sales and use tax and to dedicate the receipts for natural resource purposes
including the protection and restoration of lakes, rivers, streams, wetlands and
groundwater and to protect, preserve, enhance and acquire fish and wildlife
habitat, parks, trails and natural areas; creating a great outdoors and clean
water fund, specifying membership, duties, administration and meetings;
authorizing the issuance of state bonds; creating a great outdoors
