child care assistance, applicants; modifying parent fee provisions; providing
for a monthly family co-payment fee for families with annual incomes greater
than the federal poverty level; requiring the commissioner of human services to
increase the existing transitional standard by a certain percentage; expanding
hardship extension criteria for hard to employ participants; modifying hardship
extension criteria for employed participants; prohibiting unpaid work performed
for cash assistance, exception; modifying postsecondary education or training
approval provisions; repealing certain provisions relating to medial assistance
