content standards and authorizing implementation of additional learning areas;
modifying the implementation schedule; eliminating the performance package
completion requirement; modifying certain statewide testing requirements for
secondary students and delaying implementation, providing for comparisons with
performance in other states and countries; requiring the commissioner of
children, families and learning to convene a temporary advisory group to make
recommendations on appropriate strategies to address the educational needs of
students failing to meet high school graduation rule or local graduation
