Relating to capital improvements, authorizing spending to acquire and better
public land and buildings and other public improvements of a capital nature with
certain conditions; appropriating money to the commissioner of employment and
economic development (DEED) for the Minnesota investment fund for grants to
local government units for businesses adversely affected by the flood, for
petroleum cleanup in the flood area, for the public facilities authority for
grants to local government units to assist with the cost of rehabilitation and
replacement of publicly owned infrastructure damaged by flooding and for capital
project grants to cities to relocate flood damaged city buildings and
departments out of the floodways, to the housing finance agency (HFA) for the
economic development and housing challenge program, to the commissioner of
natural resources (DNR) for flood hazard mitigation grants and to the department
of transportation (DOT) for grants to local government units for reconstruction
of certain flood damaged roads or bridges and for a grant to a certain county
for repair of a flood damaged structure; authorizing the issuance of state
bonds
