E Relating to the financing of state government, reducing appropriations and
transferring certain funds ARTICLE 1 � SUMMARY Summarizing the transfers to
the general fund from other funds and +the appropriation reductions or
cancellations to certain areas or +programs ARTICLE 2 � E-12 EDUCATION
Reducing certain prior appropriations to the commissioner of +children, families
and learning (CFL) for agency management, for aids and grants, for +school
readiness, for early childhood family and community education, for +the Perpich
center for arts education and for the Minnesota state academies; +modifying ECFE
and school readiness reserve account limits and establishing a +community
education reserve account limit, authorizing school districts to +apply to the
commissioner for a waiver of the community education reserve account +limit
under certain conditions and exempting districts in statutory +operating debt
from the reserve account limit and levy reduction for taxes payable +in 2003
ARTICLE 3 � HIGHER EDUCATION Reducing certain prior appropriations to the
board of trustees of the+ Minnesota state colleges and universities (MnSCU) and
to the board of regents +of the university of Minnesota as one time reductions;
appropriating money +to the higher education services office for the state grant
program and +reducing the appropriation for operating purposes and requiring
HESO to transfer a+ certain amount of uncommitted balances in the SELF loan
reserve fund to the +general fund ARTICLE 4 � HEALTH, HUMAN SERVICES AND
CORRECTIONS APPROPRIATIONS Summarizing appropriations and appropriation
reductions for the +departments of human services, health and corrections;
appropriating money to the +commissioner of human services for revenue and pass
through expenditures, for +basic health care grants including MinnesotaCare
grants, medical assistance (MA) +basic health care grants for families and
children and for the elderly and +disabled, general assistance medical care
(GAMC), continuing care and mental +health grants, for medical assistance long
term care waivers and home care +and facilities grants and for certain economic
support grants and +reducing certain prior appropriations to the commissioner
for agency management, for +children's grants, for county prepaid medical
assistance program administrative +grants, for the prescription drug program,
for state operated and aging and +adult services and for community support,
alternative care, group +residential housing (GRH), fraud prevention and
Minnesota supplemental aid (MSA) grants; establishing a mental health grants
loan program for counties +experiencing cash flow problems due to certain
payment date shifts, requiring repayment+ by a certain date; reducing
appropriations to the commissioner of health +for Indian and migrant health,
family planning, home visiting, infant mortality,+ health disparities, local
quality and demonstration, transitional planning +and case mix review study
grants, for the occupational respiratory disease +information system and for
tobacco use prevention activities, to the veterans +homes board, to the
commissioner of corrections for sex offender, intensive +community supervision,
adult women, juvenile female, adult felony caseload, +juvenile restitution and
continuum of care, repeat DWI, sex offender in +community, restorative justice
and adult felony supervision grants and +transferring unencumbered or
unobligated money appropriated to the commissioner +for community corrections
act grants for offenders incarceration grants; +requiring or providing for
certain fund transfers; requiring the commissioner +of human services to
increase pharmacy dispensing fees to critical access +pharmacies and delaying
implementation of the targeted case management benefit for +home care recipients
and of the common service menu option within the home and +community based
waivers; sunsetting uncodified language ARTICLE 5 � HUMAN SERVICESDelaying
the payment of the community health services subsidy to +community health
boards; increasing the nursing home license surcharge; +delaying certain
payments to hospitals for fee for service inpatient and outpatient +hospital
facility services; eliminating the authority of the commissioner of +human
services to set maximum allowable costs for certain multisource drugs+ and
authorizing the commissioner to increase the pharmacy dispensing fee +to
critical access pharmacies, specifying certain criteria for +consideration by
the commissioner in designating pharmacies as critical access +pharmacies;
eliminating medical assistance (MA) coverage for chiropractic and +podiatric
services; requiring certain counties to pay an additional amount for +medical
assistance costs for licensed beds in nursing homes owned and +operated by the
counties; freezing certain payments to community clinics, requiring +the
allocation of available additional amounts to increase medical +assistance
payments to children's hospitals; increasing county nursing home +payment
adjustments and payment rates; repealing medical assistance coverage +for
intensive early intervention behavior therapy services for children +with autism
spectrum disorders ARTICLE 6 � CORRECTIONS POLICY CHANGESProviding for
mandatory local incarceration for certain short term +offenders and exempting
certain felony offenders from certain executed sentence requirements; expanding
a certain provision prohibiting offenders +from demanding execution of sentence
in lieu of stay; providing for +construction of the changes; requiring and
providing for commissioner of corrections+ grants to counties to assist in
incarcerating offenders, limit and carryforward authority, requiring counties
seeking grants to report to the +commissioner on certain dates on offenders
affected, specifying certain report +content requirements; requiring
commissioner delay of future payments to +counties for probation officer
reimbursements ARTICLE 7 � ENVIRONMENT AND AGRICULTUREReducing certain
prior appropriations to the pollution control +agency, to the office of
environmental assistance, to the Minnesota zoo, to the +commissioner of natural
resources (DNR) including a certain appropriation for a +grant to the city of
Taylors Falls for fire and rescue operations in Interstate +park, the board of
water and soil resources (BOWSR), to the commissioner of +agriculture for
certain ethanol producer payments and to the board of animal +health;
prohibiting reduction of appropriations for the agriculture in the +classroom
program and for grants to the Minnesota institute for sustainable +agriculture
in fiscal year 2003; requiring the commissioner of the PCA to +transfer a
certain amount from the unreserved balance of the solid waste fund to+ the
general fund ARTICLE 8 � ECONOMIC DEVELOPMENT Reducing certain prior
appropriations to the commissioner of trade +and economic development (DTED)
including a certain appropriation for a grant to +Blue Earth county for the
rural advanced business facilitation program pilot +project, to the commissioner
of economic security including a certain +appropriation for state services for
the blind, to the housing finance agency (HFA), to+ the commissioner of labor
and industry, to the bureau of mediation +services, to the Minnesota historical
society, to the board of the arts including a +certain appropriation for folk
arts and to the humanities commission; +increasing the amount required to be
transferred by the commissioner of finance from+ the special compensation fund
to the general fund ARTICLE 9 � TRANSPORTATION Providing an appropriation to
the commissioner of transportation +(DOT) from the bond proceeds account in the
trunk highway fund and authorizing the +issuance of state bonds for state road
construction and cancelling or +transferring certain amounts from the fund and
from the state airports fund to the general+ fund; requiring the commissioner to
sell the state airplane, proceeds to be+ deposited in the general fund ARTICLE
10 � STATE GOVERNMENTStating legislative intent relating to reductions in
agency funding; +reducing appropriations to the legislature, to the
constitutional officers, to+ the office of strategic and long range planning, to
the department of administration for voting equipment grants and for the state
+employees band, to the departments of finance, employee relations (DOER),
revenue, +military and veterans affairs, human rights and commerce, to the
office of +administrative hearings, to the amateur sports, racing and uniform
laws commissions +and to the campaign finance and public disclosure, investment,
capitol area +architectural and planning (CAAPB), lawful gambling, private
