Relating to health; modifying certain provisions regulating the +practice of
dentistry; modifying certain requirements for the licensing of +faculty
dentists, providing for the issuance of limited and full faculty +licenses to
members of the faculties of accredited Minnesota schools of +dentistry,
dentalhygiene or dental assisting by the board of dentistry; requiring the
+board to grant a waiver to the continuing education requirements for dentists,+
dental hygienists or registered dental assistants retired from active +practice
and providing dental services without reimbursement to the indigent or to
recipients of the medical assistance (MA), general assistance medical+ care or
MinnesotaCare programs, requiring the licensees or registrants to +meet certain
requirements; requiring the board to waive the clinical examination +required
for licensure for certain graduates of accredited dental schools +successfully
completing certain accredited postdoctoral general dental residency +programs,
sunset provision; modifying certain conditions for the limited +authorization
for dental hygienists performance of services before patient +examination by a
licensed dentist, requiring dental hygienists before performing +authorized
services to provide patients with a consent to treatment form and +specifying
certain requirements for referrals; authorizing licensed dental +hygienists or
registered dental assistants to perform certain restorative +procedures;
modifying certain duties of the dental access advisory committee, +making
permanent the requirement for the commissioner of human services to +annually
report on activities and recommendations of the committee and +extending the
expiration date of the committee; requesting the commissioner in +consultation
with the committee to study the feasibility of developing urgent care+ dental
clinics for recipients of medical assistance, GAMC and MinnesotaCare +as an
alternative to receiving dental care services in hospital emergency +rooms;
requiring board recommendations to the legislature by a certain date +on the
appropriate level of regulation for dental assistants and the +appropriate
terminology used to distinguish the different levels of training and +education,
specifying certain consultation and recommendation requirements (mk)
