6E "Dallas Sams Outdoor and Cultural Legacy Act"; proposing an amendment to the
Minnesota constitution, article XI to increase the sales and use tax and
dedicate the receipts to the Lessard heritage enhancement fund to preserve,
enhance and protect fish, wildlife, habitat, land and forest resources, to the
great outdoors Minnesota fund for the protection and restoration of lakes,
rivers, streams, wetlands, groundwater, parks, trails, and natural areas and to
the cultural legacy fund for the arts, arts education, arts access and historic
sites; modifying the definition of public official to include members of the
heritage enhancement council; creating the great outdoors Minnesota fund;
creating the Lessard heritage enhancement fund; creating the heritage
enhancement council, specifying membership and duties, providing for council
administration and open meetings, sunset provision; creating a cultural legacy
fund, providing for allocation of expenditures
