Relating to education; providing for safe and supportive schools by prohibiting
bullying; establishing school student bullying policy; specifying scope and
application, local district and school policy, defining certain terms;
establishing certain local policy components; authorizing safe and supportive
schools programming and a state model policy; modifying certain provisions of
existing law including staff development outcomes, program goals, parent and
family involvement, internet access and federal state and local requirements;
establishing a school climate council and center; modifying certain provisions
relating to violations of the current law; repealing certain provisions relating
to model policy and school board policy relating to intimidation and
bullying
