appropriations bill.ARTICLE 1 - ENVIRONMENT AND NATURAL RESOURCES Sec. 1:
Environment and natural resources appropriations summary provided. Sec. 2:
Pollution control agency appropriated money for protection of the water, air,
land, and for general support. Sec. 3: Office of environmental assistance
appropriated money. Sec. 4: Zoological board appropriated money. Sec. 5: Natural
resources appropriated money for mineral resources management, water resources
management, forest management, parks and recreation management, trails and
waterways management, fish and wildlife management, enforcement, and operations
support. Sec. 6: Board of water and soil resources appropriated money. Sec. 7:
Citizens council on voyageurs national park appropriated money. Sec. 8: Science
museum of Minnesota appropriated money. Sec. 9: Minnesota-Wisconsin boundary
area commission appropriated money. Sec. 10: Minnesota academy of science
appropriated money. Sec. 11: Savage in Scott county appropriated money for
county state-aid highway No. 27 extension. Sec. 12: Minnesota Children's Museum
appropriated money for Project GreenStart. Sec. 13: Minnesota resources
appropriated money for the legislative commission on Minnesota Resources,
recreation, historic sites, water quality, agriculture and natural resource
based industries, urbanization impacts, decision-making tools, environmental
education, benchmarks and indicators, critical lands and habitats, native
species planting, native fish, exotic species, data availability requirements,
project requirements, match requirements, payment conditions and capital
equipment expenditures, purchase of recycled and recyclable materials, energy
conservation, accessibility, year 2000 compatible database and software, and
carryforward provided. Sec. 14: Additional appropriations provided for state
park and recreation area acquisition and metropolitan regional park system. Sec.
15: Procedure for adopting exempt rules exceptions expanded to include natural
resources electronic or telephone transaction fees. Sec. 16: Department of
natural resources electronic license transactions permitted outside the state,
fee provisions modified, and statewide system implemented after pilot project is
completed. Sec. 17-18: Commissioner of natural resources authorized to sale and
license software developed by the department or a vendor for the department; and
money received used for software development, maintenance, and support. Sec. 19:
Snowmobile trails and enforcement account purposes clarified by specifying land
and ice trails of Voyageurs National Park. Sec. 20: Voyageurs National Park
trail assistance program funds recipients immune from liability. Sec. 21:
Snowmobile information and safety education and training program appropriate
fees established by the commissioner. Sec. 22-23: Adult snowmobile safety
training requirement modified to allow persons age 16 and over. Sec. 24:
Youthful snowmobile operator prohibition provisions modified. Sec. 25: Persons
operating a snowmobile or all-terrain vehicle (ATV) during prohibition due to
alcohol or controlled substance violation provided misdemeanor penalties. Sec.
26: Minnesota conservation corps fees to be deposited and used for corps
projects and administration. Sec. 27: Blue Mounds state park land addition
provided. Sec. 28: St. Louis county; Iron Range off-highway vehicle recreation
area land additions provided. Sec. 29: Gitchi-Gami trail established in Lake and

Sec. 35: Public campgrounds provisions modified related to permanent school fund
land leases. Sec. 36: Emergency deer feeding unencumbered balance limit
modified. Sec. 37: Resident hunting license fees increased. Sec. 38: Nonresident
hunting license fees increased. Sec. 39: Resident fishing license fees
increased. Sec. 40: Nonresident fishing license fees increased. Sec. 41:
Minnesota sporting license fees increased. Sec. 42: Resident fish house and dark
house license fees increased. Sec. 43: Nonresident fish house license fees
increased. Sec. 44: Whitefish and ciscoe netting license fee increased. Sec. 45:
Trapping license fees increased. Sec. 46: Youth deer license fee increased. Sec.
47: Firearms safety certificate requirement provision expanded to include
indicator on a driver's license or I.D. card. Sec. 48: Local units of government
staff ineligible to be appointed to watershed district boards if unit is a
member. Sec. 49: Board of water and soil resources general services allocation
specified. Sec. 50: Blue Earth River basin initiative boundaries specified. Sec.
51: Blue Earth River basin initiative state grant-in-aid program created. Sec.
52: Blue Earth River basin initiative aid formula provided. Sec. 53: Board of
water and soil resources supervision of the Blue Earth River basin initiative
grant-in-aid program provided, and procedures and forms devised. Sec. 54: Blue

disposition. Sec. 68: Peace officer definition modified for the purpose of
chemical testing for persons hunting under the influence. Sec. 69-70: Snowmobile
safety certificate and firearms safety designation information provisions
modified and information deleted after seven years if not matched with a
driver's license or ID card. Sec. 71: Interest earned on nongame wildlife
checkoff program gifts, contributions, and reimbursements to be credited to the

Solid waste management tax receipts report due date modified. Sec. 74: Motor oil
and filter collection notice provisions modified. Sec. 75-78: Used motor oil and
filter collection provisions modified. Sec. 79: Contaminated used motor oil
reimbursement account funds use for a disposal method study authorized. Sec.
80-81: Forestry development projects changed to natural resource development
projects and scope expanded. Sec. 82: Previous sustainable forest resources
repealer extended. Sec. 83: Previous recycling goals and actions provisions
modified. Sec. 84: Previous Anoka county trail construction appropriations

Sec. 4: Minnesota horticultural society appropriated money. Sec. 5: Agricultural
utilization research institute appropriated money. Sec. 6: Shared savings loan
program review panel to include 2 organic farmers. Sec. 7: Sustainable
agriculture demonstration grants review panel to include 2 organic farmers. Sec.
8: Feedlot and manure management advisory committee to include nonproducer
commercial solid manure applicators and 2 nonproducer commercial liquid manure
applicators. Sec. 9-11: Farmed cervidae provisions expanded. Sec. 12: Cervidae
shooting preserves licensed and season specified. Sec. 13: Pesticide
registration exemption allowed for pesticides deregulated or considered minimum
risk by the US Environmental Protection Agency (EPA). Sec. 14: Chemical incident
reimbursement eligible person definition modified. Sec. 15: Chemical incident
reimbursement provisions expanded to include aerial pesticide applicator
financial security requirement by municipal airports. Sec. 16: Food handler
