Transportation appropriations summary provided. Sec. 2: Money appropriate to the
department of transportation for aeronautics, transit, railroads and waterways,
motor carrier regulation, local roads, state roads, general support, and
buildings; transfers provided; state road construction appropriations use
specified; and contingent appropriations provided. Sec. 3: Metropolitan council
transit appropriated money. Sec. 4: Money appropriated to the department of
public safety for administration and related services, state patrol, driver and
vehicle services, traffic safety, and pipeline safety. Sec. 5: Minnesota safety

provision extended.ARTICLE 2 - TRANSPORTATION DEVELOPMENT Sec. 1: Motorcycle
safety education program appropriations provisions extended. Sec. 2: limousine
definition modified. Sec. 3: vehicles owned by a commercial driving school and
used exclusively for driver education and training exempted from tax and
registration fees. Sec. 4-5: dealer vehicles sold subject to prorated tax upon
sale. Sec. 6: Motor vehicle registration fee modified for license plates for
persons with disabilities. Sec. 7: Motor vehicle registration suspension
provided for failure to apply for new certificate of title after transfer within
30 days. Sec. 8: Title transfer deadline modified before late fee imposed. Sec.
9: Suspended license reinstatement fee increased and provisions modified for
transferees failing to file new title certificate within 30 days. Sec. 10:
Certificate of title contents modified and detachable "Notice of Sale" postcard
required. Sec. 11: Transfer of vehicle interest by owner requirement expanded to
include "Notice of Sale" postcard completion and transmission. Sec. 12: Motor
vehicle registration suspension provided for transferees failing to apply for
new title certificate within specified time. Sec. 13: Vehicle interest transfer
by owner compliance liability limited related to "Notice of Sale" postcard. Sec.
14: Willful and fraudulent acts provisions "Notice of Sale" exclusion provided.
Sec. 15: open bottle law exception provided for passengers on buses operated by
motor carriers of passengers. Sec. 16: Persons with disabilities parking
privilege scope expanded to include parking in nonmetered time-restricted spaces
without restriction, and provisions modified. Sec. 17: organizations
transporting persons with disabilities required to document procedures
implemented to ensure parking privileges will not be abused, and replacement
certificate issuance limited. Sec. 18-19: authorized parking enforcement
employee or agent of a city or town authorized to report violations of use of
temporary physically disabled parking permit, and holders of certificates who
allow unlawful use denied eligibility for certificate or plates for 12 months.
Sec. 20: cities authorized to enact ordinances establishing permit programs for
long-term parking. Sec. 21: delivery vehicles allowed signs to project white
light to the rear if sign projects one or more additional colors to the rear.
Sec. 22: delivery vehicle signs allowed to project red light to the front if
sign projects one or more additional colors to the front. Sec. 23-24: persons
age 19 or older required to possess instruction permit for three months prior to
driver's license issuance. Sec. 25: driver's instruction permit application
requirements modified, and clarified relating to home-school students. Sec. 26:
photo identification equipment provided and maintained to newly appointed
driver's license agents if office was provided equipment prior to January 1,
1999. Sec. 27: Minnesota identification card fee set for persons with mental
illness. Sec. 28: home-schools exempted from driver training school provisions.
Sec. 29: directional signs definition federal conformity provided. Sec. 30:
public transit subsidy program large urbanized area service recipient percentage
of operating cost reduced. Sec. 31: Public safety radio communications system
implementation provided, site fee authorized, and fees deposited in trunk
highway fund for construction and maintenance costs. Sec. 32-33: statutory
references removed. Sec. 34: Southern rail corridor improvement plan provided.
Sec. 35: motor carrier definition modified. Sec. 36: certificated carrier
definition modified. Sec. 37: class I carrier definition modified. Sec. 38:
